Recursive separate file and directory permission chmod tool

The Joomla CMS file system should be, for the most part, 755 directory and 644 file permissions. FTP doesn’t handle recursive chmod very well. This is a shout out to FlashFXP ftp client for allowing the user to separately chmod file and directory permissions.
